sweating is an indication that your body temperature is high. Sweat is the bodies reaction to heat, blow on wet skin... it gets cold.
If you have an elevated heart rate for 20 minutes plus then yes you are burning fat, sweat is not fat it's water.
Fat is expended as 1. energy 2. in your bowel movement.

Sweating means your body is warm enough that its cooling mechanisms kick in. You lose fat by burning more calories than you eat. You can do this by eating less or excercizing more. Working hard while excercizing burns calories more quickly, so you're losing fat faster. This also tends to warm up your body as the calories are turned into heat: you sweat. But you can burn calories slowly by walking, working in the garden, etc., not sweat, and still lose fat.
