I suppose there are as many answers as there are people - what you might rate high for quality, others may not. That being said, check the link for The Human Development Index (HDI), published annually by the UN.

Every place has it's goods and bads. But the highest standard of living would be found in the U.S., Canada, Northern Italy, Germany, Sweden, and in other Nordic countries. One thing is for sure, there are less crime acts in Europe than in any other place and the level education is ten times better then in any other place. I have lived in Europe and that is how I know this Info. If Europe was a larger landmass area, it would be ahead of the U.S. because they are civilizations ahead of us and are survivors.

This sort of question has no answer as it is a purely subjective judgment.
There are dozens of lists which purport to rank places objectively. The claim of objectively is invariably a matter of self delusion at best and outright lying in service of a political agenda at worst.
What is "best" is a matter of personal taste. I adore France as a place to visit but I don't want to live someplace where I'd pay taxes of 50%, have to deal with snotty, arrogant bureaucrats on a regular basis and put up with a lot of half baked socialism.
However, I can understand the viewpoint of people who regard the Nanny State as indispensible and find American "wild west" capitialism to be barbaric and inhumane.
And, as we know, de gustibus non est disputandum.

Depends on how much money you have, or don't have. If I had my choice, it would be Japan.
