First used in 1971

1) 1988--NASCAR now mandated restrictor plates for its two largest superspeedways for 1988.

2) Daytona Talladega

Bonus---(1)Back in 1973, the main track dryers were a fleet of tow trucks that circled the track hour after hour on wet days, some dragging old tires behind, in a generally futile attempt to dry the oval.
Alternate guess (2) Hundreds of volunteers with squeegees
Alternate guess (3) Helicopters.

1971 is the only year I can find.
Daytona and Talladega.

Actually, I found that they implemented the use of restrictor plates three different times.
1971 to reduce the engine size of larger ones to help the guys who ran smaller ones.
1987 after Bobby Allisons bad crash at 'Dega.
2000 after the death of Adam Petty.

They used to drag tires around to dry the track, according to Humpy Wheeler.
