They believe that you were not paid enough to be entitled to unemployment. Maybe your employer did not report your wages, and so, the Unemployment Office would not have a record.
Page 40, XI. a. of the Illinois Unemployment Insurance Act (click the link) specifies the limits.
You need to physically go to the Unemployment Office with paystubs for the previous four quarters (12 months) to the month you applied for benefits, to prove otherwise.

Take the letter to the office! The government loves to deny hard working people what they deserve in this country. That or... you can go to the welfare office, pretend you are an illegal alien from Mexico, and probably receive more money in benefits, along with medicaid for yourself and you family (no co-pay), than you would be able to make at your job you lost. Someone will say the illegals can't do that, but they sure do it somehow. :) That's where your money you paid in was spent, and that is why you will never get your unemployment.

If your employer is behind on reporting your wages (or has failed to do so) then the unemployment office will not be able to determine your eligibility and benefit amount. As the letter states, you need to take proof of wages (pay stubs) to the office to complete your claim.

I have been retired for over 10 years and it has been decades since I had to deal with unemployment yet if I have any questions about unemployment benefits I believe I would be calling the state which oversees unemployment benefits.

I agree with Raven S. You should go there with this paper and have a live human explain in detail what this+you means.
They will screw you and/or find a way to like they did me. I was laid off after 6 years with a company that was bought out. They tried eveything under the sun to delay my paperwork. I was a night student (as I was when I was employed) I relocated and started looking. After going back and forth for almost 2 months they asked me to physically show on paper the last interviews I'd been on since I left my old job..etc. I was like "WHAT?" So they turned that one on me and used that.
So make sure you keep a record, numbers, fax sheets...for like each week you attempted to look for a job because they will pull that one on you after you clear this mess up I'm sure.
Hope everything works out. I heard so many stories about unemployment screwing over people. Add me to that list. They can kiss it as far as i'm concerned. I got a job shortly after. It's a crying shame what an honest working american has to go through in this country, but a low down scammer can ride the systems and show you how easy as 1,2,3.

Did you get paid under the table? If not, you should be able to show proof of your wages.
