My stomach is 31inches...and the biggest part of my theigh is 21 inches...i need peoples honest opinions if that would look bad,good, or great in a mini skirt

well sounds like your legs are great, but the ratio is a heart disaster! you'll be fine in the skirt, just put on a waist minimizing top.
check out how you eat and exercise...
... it is possible that you are measuring lower than your waist? remember your waist is the SMALLEST part... not neccessarily your belly button...

That all depends on your height, body type, and body fat percentage. From your question and the measurements, it seems that you are uncomfortable with the idea. If you dont feel comfortable wearing a mini skirt yet, then wait till you do. How you feel is most important here.

It's how the clothes fit you when you wear it and how you carry yourself. Mind you, sometimes, some clothes won't fit you right.
Wear the mini-skirt and ask someone whom you know will be honest with you to tell you if you look good in it or horrible. Sometimes, honest salespeople would do the trick also.
With the right cut of clothes, any flaw can be hidden.

Its all in how you wear it...if you feel good and it looks good then i say why not...just don't wear one that shows you butt cheeks...wear the right shirt and shoes you will be good...good luck....
