You shouldn't appear to eager, the more you call, the more desperate you appear. You need them to think they need you more than you need them.

Well, first I am not a big fan of thank you letters. Think about it you are thanking them for taking up their time by taking up more of their time. Yes, I do understand that it brings your name up again, but at what cost?
If you have sent the letters already...I would suggest that you sit and wait.
If it is a government job or a government contractor...the odds are the job specs where written with a specific person in mind...and your chances are slim to nil.
Sorry to be the one to tell you that...but if this is the second time...they didn't take you the first time and didn't call you when they had a new opening...so, it seem that they already have the person they want for the job. They are just going through the motions.
And, people wonder why the government agencies cost more than the private ones doing the same thing.

In my opinion, during the interview when they ask you if you have any questions. One of them should have been, When will you be making your decision? and the other should have been, Shall I call you or will you call me?
Since it didn't happen that way, I suggest you call once more & simply ask, Has a decision been made as of yet? ( if not)Will you be calling me or should I call you? ( If they say call back), ask when do they suggest you call. If they say they will be calling you, then leave it alone & simply wait.
