my cousin boyfriend does not have a passport and we were all planning to go to toronto, canada by the end of this month. i was wondering if he could get into canada with a birth certificate and a state issued id. and could he get back into the U.S. with those too.

p.s. i was wondering if he has come issue with the court for not paying his fine in time. could he still leave the U.S.

That's meets the minimum requirements when crossing by land. Currently you only need a passport if you fly. At the earliest, passports for land crossings will be next year. The date for that keeps changing, mostly postponed.

In the types of issues you talk about in your PS, Canada only turns away people with current charges or convictions of crimes that have a maximum penalty of 10 years or more. But the penalty received is irrelevant. So if your cousin got a fine fro such a crime then not allowed, if it is a speeding ticket, parking ticket or some other non crime, traffic violation there is no problem.

No. If you plan on re-entering the United States then you will not be able to do so with a birth certificate and drivers license. You need to, at least, apply for a passport and print out a form at travel.state.gov that shows you have applied for a U.S. passport and have not yet received it. This special exemption is only valid through mid September for summer tourism.
