call local animal hospitals or vet's offices- they often have kittens that need good homes. They may charge a fee tho, to cover costs, and they want to be certain the kitties are going to a home where the new owners will be committed to good pet care.

A three-week old kitten is still nursing from its mother and doesn't use a litterbox. Nor are they playful. There is no such thing as a "free" kitten. A kitten will cost you at minimum $150 to be taken care of properly, and that might not include spay/neuter. Best you get a kitten from a shelter and some education on the responsibilities of owning an animal and how to properly care for a cat.

Try www.petfinder.com for kittens or cats up for adoption in your area, also call or visit your local shelters.
The cats/kittens won't be free but will have a very small adoption fee, and I really doubt you will find a free kitten these days, it costs money to give them their first set of vaccines and to de-worm them plus food until they are 12 weeks old. If you are looking for a free kitten and can't afford to pay a small adoption fee - please think twice before getting one - do you really have the money to get a vet check, shots, neuter/spay, food, litter, toys, and everything else it needs?
If not please don't get a kitten right now. Call a few vets in your area and get a price for shots and neuter/spay to see if you can afford the kitten.
There isn't anything wrong with not wanting to spend alot of money on the cost of a kitten. But if you are asking for a free kitten because you cannot afford even a small fee, a kitten is not a good pet for you right now.
