I have a min pin who is trained to stay and sit in the house but when we go outside he doesn't listen any tips

I would think while your still trainning your puppy take him outside to do tricks on a patio or just in the yard where it is quit and have him do the tricks and give him rewards so he knows it is good. After a short time the puppy will learn good jobs get good rewards regardless on where he is.

My husband is a trainer and he says that you should have your dog do the training exercises on a leash in the house and then progressively move outside with the leash on. If you are annoyed the dog will not behave. You must act as if you are the parent and the dog is the child you need to teach the dog that there is no compromise for how it should act in public.

Dogs don't generalize well, sit and stay in the house is a completely different concept for the dog than sit and stay outdoors with a different environment and different distractions. You pretty much need to retrain the exercise outside, and in other locations as well.

Start small and practice - start outside with few distractions and move your way up to the dog park (or something else with lots of distractions). Don't get frustrated - if he's not understanding, take it back a step. Use lots of praise and be patient - training takes time!

There is too much stimulation outside. Start over doing the training out of the house so she learns to do it amid distractions.

the dog needs to be trained to do it whereever. i was told by one trainer they are considered " backyard trained" and that is just because the training was done in one place there are many distractions and the dog needs to be trained in many situations.
Just go back to the beginning and retrain him other places.
