It's not as simple as height and weight because your bone structure also plays a factor. But I'm guessing you're fine. Just try your best to eat right and exercise for at least 30 minutes 3-4 times a week.

No, your not fat but if you want to have a healthier lifestyle try some of these.
Instead of driving to a close place walk there (as long as it is safe)
When you go to the mall instead of using the elevators use the stairs
Eat healthier foods
Try to stay away from fat and sugary things

13, 100 lbs, 5'3"? That's pretty normal. Not overweight at all. You're within the healthy range of weight. If you lose weight, you will be underweight, and that is unhealthy.

Eat right, obtain lots of exercise, and ignore the scale. The only "outside measurement" you need to worry about is your body fat percentage. Once your body has adjusted to the changes brought about by puberty, as female, your bf% should be about 20% +/-3%. If you can't figure that out...and it's not that easy...use your BMI (body mass index).
