Can the eyes be deceived?
No. The Eyes simply focus light onto the retina, generating a signal to the brain.

Can the *brain* be fooled by optical input?
Yes...they are called optical illusions.

The brain wants patterns, so it tries to impose them.
Easiest way to test it is to draw two lines, both about 10cm long, about 5cm apart (one on top of the other). Put outward pointing arrows on one line, and inward pointing arrows on the other. You will see that the one with the inward pointing arrows seems shorter, despite the fact that the lines are the same length!

Well the way I understand it is that our eyes make out everything, it's that our brain misinterprets the message where we start to see illusions.
