I used to work at a school and faculty and students would always take stuff from my desk.
I labeled everything "Stolen from Julie" - the label was always a very bright color. People thought it was funny but they got the message and either returned stuff after it was borrowed or didn't take in the first place.

Maybe you should take your stuff off the desk for a while... put your pens and pencils in a drawer, staplers, tape etc. in another drawer just so there's nothing on the desk for them to grab. I'm sure they won't reach into your drawers and if they ask to borrow something just say you only have one [pen/pencil] or that you ran out of something [staples/tape]. They will get the hint eventually and quit asking to borrow anything from you. They will move onto their next unsuspecting victim to steal stuff from and you will be free to put your stuff back where you want them.

I have that same problem. My desk is in a central location that everyone walks by and so if they forget to get a piece of tape or stapler its' just more convenient for them to stop at my desk and use mine.
I know it's annoying, but you're just gonna have to deal with it. Any personal things you can put inside your desk drawers, but if they need a stapler or something, they'll ask where it is, and wait for you to bring it back out. Then the next time they'll just open up the drawer its' in and use it anyway. I would just ask them if they're going to use my stuff, that they put it back on the desk where I had it.

I always would hide my stuff in my drawers, very little was ever left on my desk. Mostly cause I am a huge neat freak but also co workers are less likely to go digging through your drawers for stuff. If you dont feel like doing this you can leave a polite little sign on your desk for people to not take things off your desk.

If you think you know who did it, start a conversation with them and mention that someone keeps using your stuff and how annoyed you are. If not, just be blunt and make sure everyone knows that you don't like them using your stuff. Like others mentioned, hide things in your drawers and don't put your good stuff out where anyone can take it. Other than that, I guess just be prepared to go through lots of supplies each year.

Haaaa, you'd like my co worker Mary. She has duct tape that she wraps around virtually everying, and writes her name on it in big bold letters. Even her chair and garbage can have MARY written in tape stuck on them. I toss my stuff in my drawer when I'm out to lunch, and they tend to not disappear, but for the most part I just replace what's missing as needed- I don't sweat it since I'm not paying to replace it (the company is). Besides I walk away with a pen on occassion so it evens out!

I'm a receptionist and used to have the same problem. One day when my stapler was missing (AGAIN), I sent out an e-mail to everyone in the office saying:
"My life is officially too much like 'Office Space'... Has anybody seen my stapler? I don't mind if you guys use my things, but please remember to bring them back when you're done so I don't have to send out pathetic e-mails like this!"
Everyone laughed AND got the message. I haven't had a problem since.
Just find a way to make the request and be funny about it, then people are more likely to do what you ask.

Just put your belongings in drawers, then place, if anything, crappy things on your desk like empty pens and pencils with no lead, or that need sharpening.

Keep your stuff inside your desk drawers. They'll get the hint. If they open your desk drawers in your presence, shut the drawer! Hopefully you'll catch their finger in it. Lock your desk drawers when you step away from your desk.
