ALL original SONY Sixaxis controllers have motion sensing built in as long as you activate it in the game's options screen.

Since you said that you did that already, there could be something wrong with the controller itself. I would say to try it with another game that uses the Sixaxis motion sensing, but I don't know what other games you have. If you do have other games that utilize the Sixaxis motion sensing, try it with those games and if it doesn't work, than I guess it would be safe to say that you have a defective controller and I would suggest that you call SONY about it.

HOPE THIS HELPS. GOOD LUCK!

There is a knack to using the motion sensor. You should be getting some response though? Re-check the settings, often you need to confirm an option before it'll work.

Motorstorm probably isn't the best game for the motion sensing. It only really affects the steering (and popping wheelies on the bikes) you'll still need to use your buttons for accelerating and such.
To be honest, not too many games make decent use of it yet
