Previously Singapore depended on Malaysia for virtually all their water. To make it economically viable, Singapore built water purification plants sufficient to cater to Malaysia's needs enabling them to sell purified water back to Malaysia.

As it's a sensitive political issue the government sought alternatives. Currently recycling plants called, 'New Water' are continually increasing their efficiency and capacity. Although recycled water is fit for human consumption there's also tremendous need in for industrial usage.

In-short, Singapore is reducing foreign dependency for water. Now the problem is shortage of sand and granite for construction. The previous supplier, Indonesia, has curtailed their exports and left many Singaporean developers with the prospect of increased construction costs.
