EDIT:

I just read your additional comments. I'm a big believer in churches and community choirs borrowing music from one another. In truth, music sits in file cabinets most of the time, waiting for its next turn in the repertoire. Most churches have (in the US) have a couple of hundred individual pieces or anthem books sitting in their files, and it would make enormous sense to create a database or borrowing library so that churches could borrow from one another.

Since you have a choral library, consider contacting neighboring church choir directors to offer use of your collection if they'd be willing to share their own. It would help reduce the expenses of individual churches while greatly expanding the repertoires of all the churches involved.

I suggest you use Google to look for Chinese Christian congregations, and contact them, and ask where they are getting their music. Use the search term "Chinese" and search within results with "church". I found quite a list. I'm sure some of these know where to get the scores you seek. I give you the link to the search below. There are something like 10 million results. Good luck!
