Bartzan is right... But that Ford tech better have his own scan tool to do it cheaper (I'm one of the poor Ford techs out there:-) So I get to share a scanner with three others)
The locksmith wants to put in a new ignition? My question is he must have the program tool as these vehicles have PATS or basically a anti-theft key.. if it isn't programmed the car won't start period... plus the locksmith way still doesn't deal with the door locks.
The dealer upon proof of ownership, can cut a key for the vehicle using the vin number. Done it many times....
Our dealer makes a non-pats proof key for about $3 to make sure it will turn the ignition and door locks, he will then use the proof to cut the two Pats keys.
Depending upon the dealer, two keys are usually charged an hour at shop labor rate (like $80/hour.. one key is 1/2 that) ... plus $30/key... Usually we can do this without towing for about $160 if my math is right....
And only dealers and some locksmits have the tool to program a PATS key... yes you can get the keys cheaper online on EBAY, BUT most dealers won't guarantee programming of a customer supplied key (In other words, if it shows bad or wrong key, you are out the 1/2 hour fee...)
So call around to the dealers for ideas, as you are basically going to be using them...sorry

Most places charge .5 hours to program keys. You will need 2 keys, or the truck wont start. 2 is the minimum number the pcm will accept. So 2 keys and .5 hours labor. Max should be 150 or so. If you have AAA, the towing is free. The dealer can cut a plain key real cheap, if you show proof of ownership. This way you can at least turn the ign on and be able to turn the wheels, and tow it to the dealer yourself. Can't think of any cheaper way, unless you know a Ford tech....

There's not a whole lot of options. The key has a computer chip embedded in it, and the truck will not start without it. Your Ford dealer might possibly be able to program a key from the serial number or a key code. I know on most Ford cars there is a key code number stamped on the hinges of the trunk lid somewhere., but I don't know about trucks. Don't monkey with it yourself, you'll only make things worse.

Call the customer service number in the back of the owner's manual and see what they say. Most likely they will tell you to take it in to the dealer and get the key programmed. To program extra keys, you need 2 keys that are already programmed. So when you have one key cut, then you may want to buy 2 keys. That way if you lose one, you will still have 2 to program the new one to replace the key.
The method to program the keys can be found in the owners manual also. If you don't have the manual then I'll give you a site to find it online.

I doesn't sound like you have any options. You will have to get it to a dealer to get it fixed. It most likely has a PATS system on it and it will not start unless it has the keys programed to the truck. You can not bypass this as it is part of the PCM programing. If you have no keys you will more than likely have to have 2 keys made and programmed to the vehicle.

So many answers... dude you're very young. Don't say that "I am a student so I don't get time for anything". You have all the time. Eat whatever you want to. Just go outside in evening and play some outdoor games. Specially Football, Badminton, Cricket etc etc. Play as much as you can. Play football daily for an hour or two and you'll see the changes.

Why does the truck need to be reprogrammed?
Go talk to another dealer, take in the VIN number and ask them to make another key. He may need to take in proof of ownership, but no biggie.
If they tell him that it needs to be reprogrammed also, then it has to be, and tell him to count it as an expensive lesson learned...
