I would give the same as you would give for any other birthday gift. Generally I would not give a cash gift - I would give a present that the young man could actually use. Ask his parents if he has wish-lists posted at any online catalogs.

The Bar Mitzvah is the first time for the person to lead a religious service and read from the torah (Bible) as part of the service.

All Jews are supposed to be able to lead the religious services and read from the Bible themselves, without needing a rabbi or specially trained clergyman. Generally this is done around the time of the person's thirteenth birthday. A special fuss is made about this, guests invited, a reception held afterwards.

A Bar Mitzvah is a very special time, a young man is recognized as an adult in the Jewish community at this time. Thats why generally gifts are a little more "adult". Money is often given, or an engraved watch would be a good gift if you are close to the boy. A savings bond for college would be good too.

Usually it's a card with some money in it.
