I doubt it. You keep your passport photo (unless any disfiguring marks later on). I do not think your hair would make any difference to your facial look.

Yes! You will need to send your Driver's Licence to the DVLA at Swansea, with the relevent fee. Most Post Offices have the application forms (with instructions, fee costs etc.) and addressed envelopes. However, I would say that you are foolish to consider changing your photo just for a new hairstyle and at a cost. What will you do when you decide that you need to change your hairstyle again? And then there's the time it takes. Each time you change your photo, you will not have a physical licence for about 3 weeks and there's always the risk of it getting lost in the post thus creating more expense. Driving Licences, like Passports are allowed to be changed when a person has a change to his / her appearance. However, it usually means when somebody has had an accident and had plastic surgery to the jaw, nose etc. Or maybe somebody now has to wear prescription glasses when driving. The changes to the photos are not meant to be for people that have dyed their hair a different colour or have just bought a new necklace. Why not show your new earings? You can do it, but I would say don't bother, save the money and use it for your next hair do.

Yes, but you will have to pay for it.
You just follow the licence renewal process at the Post Office.
However, this is an expensive thing to do just because you have changed your hairstyle. Like your passport, put up with it, you will change much more in ten years, do you really want to pay every time you change your hair?
