The bar (the one with the Start Menu) on my pc seemed to be lock.......is there a way to unlock it???

To clarify the first answer which is correct.

Right click on any blank part of the Taskbar. The shortcut menu that appears will have a check mark next to "Lock the Taskbar" if it is already locked. Just click on it again to unlock.

If there is no check mark then the problem is somewhere else.

right click it and press lock the task bar again
