It's a machine translation of some English into German which originally said something like:
"I love you truly and you have a smile that could 'chear' up anyone and especially me."
The original English misspelled "cheer" and that made the translator crack up.

It is German, but only up to the comma, the rest of the sentence doesn't really make sense.
