The Canada working holiday visa is a program also known as International Experience Canada (IEC). Every year there is a quota agreed between the participating countries. This regulates the number of Canadian working holiday visas available. Being one of the accepted candidates will allow you to live, travel, and work in the country for a period of 12 months.
