It's a bit difficult to answer this - just because a puppy throws up doesn't mean it's a "gastric type bug". But there could be any number of things going on here.
Does he vomit/spit up the water after drinking? And then vomit/regurgitate right after eating? If so, depending on what breed of puppy this is, it might be a physical deformity called megaesophagus.
If the puppy is having diarrhea, is lethargic and not playful, as well as the vomiting, plus maybe has a fever, you could be looking at parvovirus, especially if the puppy was recently vaccinated (within the past week to two weeks).
It would be unusual for a 17 week old puppy to ignore food - ANY food. At that age, they are usually growing so quickly that they'll eat anything in sight to help their body's build up the energy reserves they need for growth. I have a 14 week old right now who will eat anything that's not nailed down!
If he is not having any bowel movements (have you been keeping an eye on him when he potties?), then you may be looking at a bowel obstruction. Puppies also are notorious for putting absolutely anything in their mouths. If it was something that wasn't digestible, it's possible he could have a blockage in his intestines.
Do you give things like rawhides or Greenies for him to chew on? They are both HORRIBLE for causing blockages that require surgery to fix and save the dog.
Regardless, I'd try some plain, unflavored yogurt or cottage cheese if you feel you must feed him. You can also offer Pedialyte (unflavored, clear) to drink to help replace the fluids he's lost from vomiting.
Otherwise, he really needs to go back to the vet... and I'd pick a different vet, if it were me.

First make sure to let the vet know he is still vomiting..this is important info for the vet to have especially since this is a puppy.Make sure ot keep your vet informed of any changes and don't hesitate to get him back in ot the vet immediately if the vomiting persits or any other changes occur.
As for what to feed..try small amounts of boiled hamburger & rice or boiled chicken & rice. Do NOT add any salt or other seasoning to it.You can mix in a little cottage cheese or plain yogurt with live active cultures too. Do NOT give him ANY type of dog food yet..keep it bland for a few days & gradually add the dry food back over time. Make sure he is drinking water since he can become dehydrated very quickly.

If you've already starved him for 24 hours then his body will be empty of nutrition. If he started vomiting again this morning I would take him back to the vet. He is still very young and young pups can go downhill very quickly.
The Vet may want to keep him in and put him on a drip or may just give you some easily digestible food for him. I think you should get him checked over though as it could be any one of a whole manner of things causing the problem.

my dog gets upset tummy and sickness now and again, my vet told me to chop up lean chicken and boil it with a little rice so that the flavour of the chicken goes through the rice. It works every time and he loves it. hope your puppy gets better soon.

My dog had gastroenteritis and the vet advised me to feed him chicken with boiled rice,only small portions at first untill he can keep it down this puts a lining on his stomach.

ONLY feed him chicken breasts and rice for a couple of days, I had a similar problem and it was cleared up within a couple of days...

feed him dry complete food as the wet tinned stuff is no good for them, and feed him it 3 times a day morning, lunchtime and tea time. if he is eating it too fast this can cause a reflux and induces vomiting. there are toys available with holes in with which they have to figure out how to get the food out, making it fun for them and stopping them gobbling it all down at once. good luck x

try peas mixed with sweetcorn, boiled pasta with carrots, boiled potato or mashed potato, my dog loves these, especially the potato.
