Good and evil are subjective terms, meaning that we each define what we think is evil and what we consider good. Most of what we consider good or evil is due too parental upbringing, social influences such as televisions, literature, religion, scholastic education and similar influences. For instance, although you and I consider things like beating a child with a stick to be bad or even evil, there was a time when this was consider not only acceptable, but expected behavior of a good parent. Likewise, you and I would agree that forcing a person to have sex with you for ANY reason is rape and thus evil. Yet there was a time in different countries that the lord of the land could command any un-betrothed woman to appear in his night chambers for sex. If she refused, she would be put to death. That was considered evil by woman, but most men didn’t care. Even in the bible, even though rape is considered wrong, if it is done to a virgin who is not betrothed, then all you have to do is give her dad 50 pieces of silver and marry her and it's all ok! (Deu 22:28-29)Of course, that's only if you get caught! Then again, in Exd 21:29, it tells you that if a ox were to be violent and you don’t do anything about it and one day it kills someone, them the ox will be killed and so will the owner, and in Num 15:32-36, a man was put to death for gathering firewood on the Sabbath day.
Looking at more recent times, the attacks on the US on 9/11 were vicious and evil by almost all standers, except for the Jihadists Islamic fundamentalists and their supporters. To these people, it was a just and good attach by decree of their god.
So! What is evil?
To a theist (Hebrew, Christian, Muslim, Hindu...), something I AM NOT, evil is anything does against the rules, laws and wishes of their god.
To atheists, it depends on the individual. Again, it's usually a cultural perception. To some, anything that causes any sort of unnecessary pain, hardship or harm on anther person or yourself is evil. (theft, killing, lying, adultery, abortion, cheating, drugs, smoking, etc...) Some individuals, vegans, would include anything that harms other animals, such as hunting, easting meat, wearing animal based clothing (fur, leather, etc...) killing bugs, animal testing, etc...) others my only find a few or no things to be evil, as long as the actions are not perpetrated on them. (In other words, killing is ok, so long as you don’t kill them, steeling if ok, so long as you don’t steel from them, etc...) Then there are people, both theists and atheists, that fall somewhere in between. So, murder is evil, but killing for a just cause is not 'evil.' Steeling because you are too lazy to work is evil, but if you steel because you have no money and need to feed your family, it's still bad, but not 'EVIL'. I would say this represents the majority of the individuals I know.
Personally, I do not find ANY action to be evil. They may not be nice, they may even be bad, but they are NOT evil. What makes something 'evil' is the intent behind the action. For instance, steeling is bad. Steeling from someone because you are too lazy to work (Indolence) is EVIL! Steeling for survival is still bad, but not 'evil'. If a man attacks you and you kill him defending yourself, this isn’t evil. Killing a man because you don’t like is sexual orientation or skin color (bigotry) or you think he is trying to 'put the moves' on your girl/boyfriend (Cowardice) is evil.
I have a definition of evil I use quite often. It's a work in progress and is NOT complete, but it's a start.
EVIL - Intentional and unrepentant ignorance*, indolence**, gluttony+, bigotry++ and cowardice.#
* Ignorance: The condition of being uninformed or uneducated. lacking knowledge or information
** Indolence: Habitually lazy, procrastinating, or resistance to physical or mental labor.
+ Gluttony: (archaic definition) Thoughtless and unreasonable excess. (This is not limited to food and drink by could include any substance (drugs, alcohol, tobacco, etc...), sex, gambling, etc... even money! [seeking money for the sake of having money or seeking it to the exclusion of all other pursuits would be gluttonous.])
++ Bigotry: Irrational intolerance and/or disdain of others based on racial, ethnical and/or cultural differences.
#Cowardice: Lack of mental or moral strength to venture, persevere, and withstand danger, fear, or difficulty to a reasonable level of commitment.
So how does it enter the world? It doesn't. Evil isn't a force or an entity. It is a condition. So you may as well ask how does hunger, anger, fortitude or perseverance enter the world. They enter the world because we gave a name to a condition that was always present.
