When addressing it to an unknown person, would I use "Whomever it may concern" as the name and then start off the letter with "Dear whomever it may concern" too?
Is that right? It just looks weird to me..

(this is my first letter. I'd use their name but I know know the last name, only the first)

Whomever is very old fashioned.
Rather more correct today would be to address the letter to the person by title - Plant Manager, Office Manager, Managing Director
and then use a salutation of Dear Sir or Dear Madam, since knowing the name should give you the gender.
OTOH, even better would be to call the office and say "I need to know the correct spelling of the name of the managing director (etc.)" Even if it is Tom Smith, if you feel stupid, you can say, so he doesn't use an e on the end.
Most times, when I call for this kind of info, the person on the phone gives it quickly and without further questions. If asked, I just say, "I am writing a letter address to him."

I would just put To Whom it May Concern: and leave out the Dear part, use that in place of the Dear. Or, find out the last name of the person you're sending it to.

You would say : To Whom it May Concern:
Dear Sir or Ma'am,
Good luck, kiddo!! :)

Either use "To Whom It May COncern" or "Dear Sir/Madam" - One or the other, not both.

For instance - your address heading is
Human Resources
123 Main St
Anywhere, USA

Dear Sir/Madam:

Please accept my resignation effective ......


OR

Human Resources
123 Main St
Anywhere, USA

To whom it may concern,


Please accept my resignation effective....


Of course, you should know who your boss is, that letter should be address to him/her.
