its used for a space to put a title and your name... dont you like a big title on your paper?

more importantly, why is this question in food and drink?

I always use the top line on lined paper. That's where I put the heading or name or date, or I just start writing there.

If there are people out there who don't use the top line on lined paper, then you ask a good question cos that seems a bit silly. Waste of space really...

Well if there was no top line, then technically there would be no lines at all since they have to start somewhere.
