What is the meaning of ECR \ ENCR while applying for an Indain Passport

I am M.Sc. from Pune University; but I don't have the PG certificate, I have my M.Sc. Mark-sheet; can I apply for Passport on the basis of this?

ECR mean Emigration Clearance Required
ENCR means Emigration Clearance Not Required

Since you are holding a PG degree, you are eligible to get the ECNR status. Recently the MoFA has simplified the criteria for ECNR. I would suggest you to attach the attested copy of your educational certificate (matriculation or above) to avail this status.

Here is my understanding:

If the ENCR conditions are NOT met (a secondary school certificate as a minimum) them immigrations will stamp with note called Emigration Clearance Required.

If the conditions are met (you have a Degree from Accredited University) then they will put a stamp stating Emigration Clearance Not Required.

They mean:

ECR mean Emigration Clearance Required
ENCR means Emigration Clearance Not Required
