Go to your local animal shelter and borrow a HAV-A-HART trap. ( I believe this is the way it is spelled) Some one from the shelter can instruct you on how to set up the trap.
IT WILL NOT HARM THE CAT, but simply scare them. If you so succeed in capturing them, call the humane society to come and pick them up. You might try putting a towel over the cage just to calm down the cat.
One end is closed. The other end has a trap door that you are able to set. You will need to put something like tuna, vienna sausage, canned cat food ( anything with a very strong odor) at the other end (closed) of the cage. There is a metal plate ( as wide as the cage is wide) that the cat has to walk over in order for the door to slam shut. Once the door has trapped the cat, then take the whole thing to the humane society and do the same thing all over again.
The cats are looking for a place that has shelter from the weather, food, water and a possible place to raise their young I would suspect. YOU NEED TO BLOCK UP ANY AND ALL HOLES TO KEEP THIS FROM HAPPENING AGAIN. I suspect that the cats that are in your garage might possibly be feral (wild - not used to any human contact or their human contact is very, very limited).
Please be careful and good luck.

Call animal control. They can handle it for you without you hurting the cats. It is the safest way for both of you.

try closing the garage door...

Chase them out and then lock them out.

If your garage has holes in the siding that the cats can get through... you need to tear it down and start over.
