I assume that the mother of the puppy died or is otherwise unable to care for the puppy? If not, definitely take it back to the mother. Behaviorist and other scientists have determined that a dog meant to be a human companion should leave the mother at 8-10 weeks old. Before then and the dog may have problems relating to other dogs. After that and it might be difficult bonding to a human.
Honestly, you're in for some hard work. I once found a week-old kitten the parents had abandoned. I bought a kitten bottle and milk replacer. I tried and tried but it was incredibly difficult to get the baby to drink. You need to feed it every few hours and rub its belly so it pees. I always knew taking care of orphaned animals was difficult, but it surpassed what I'd ever expected. I eventually gave it to a cat rescue that had another orphaned kitten about the same age.
If you're committed to this, get milk replacement and a small bottle. It needs constant feeding. It needs to be kept warm. It needs its belly rubbed to get rid of waste. When I had the kitten, I found that there were several good websites about this. Obviously I was taking care of a kitten, but I've pasted a few puppy ones below.
The best option for a orphaned puppy is to find another dog (or even a cat) who has a litter who you can foster it to. Use local resources like Craig's List to post your need.

In the first place a puppy should NEVER be taken from it's mom until it is at least 6-8 weeks of age. A puppy's immune system develops from the mother's nutrition. It is WAY WAY too young to be taken from it's mother right now. It may not survive. At that age they need to feed frequently on mother's milk. Tell your friend's mom to give you the puppy when it is old enough to be separated from the mother- 6 to 8 weeks old ONLY!!!!!!!!!!!! If you don't believe this, call any veterinarian, and they will tell you this.

Exactly why are you getting a 2 or 3 week old puppy? No puppy should ever leave it's mother before 8 weeks of age. The person who wants to give you the puppy needs to keep the pup with it's mother for at least 4 more weeks..Heck, your pup has barely gotten it's eyes open at this age.

I wish you luck. Puppies are hard especially that young. I dont think that mixing cows milk in the food is an especially good idea, however, milk is not really good for dogs. Water would be a better choice just to make it softer for them. I believe you can call a vet and find out if they have any supplements that are safe for tiny puppies like yours. I applaud you for taking the pups. Too bad the owner of the dog wont get her spayed.

Ask you friend if the puppy can stay with the mum until 8 weeks old. If not, you'd better check with a vet right away, they might be able to tell you how to care a new born.

This puppy should remain longer with her mother, but sometimes people don't keep them long enough. I recomend you find a puppy bottle with a little hole to feed him (a big hole is not good because he might end up eating too much and then having diarrhea) and feeding him a puppy formula, the amount depends on the breed. I also recomend you keep him warm and when he's alone (not a long time, please) keep a ticking clock near him just to remind his mommy's heartbeat. Needless to say you should try to educate yourself about your puppy and about pack's behaviour because you will be like a replacement mommy. Try to avoid contact with people and other dogs in the first weeks he's with you to prevent contagious diseases, later on you'll need to try hard to socialize him. Good luck and don't worry, puppies like yours have survived with good care and love to become excellent dogs later.

Dear god... why would someone take a puppy away from a mother dog that young?? If the mother is still around PLEASE tell them that this puppy needs to be with her until it's at least 8 weeks old. It needs its mother's milk.

your mums friend shouldnt be taking the puppy away from its mother until at least 8 wks,plz dont take the puppy,at this age they are barely on solids and need their mothers this is so crucial,try to get ur mom to persuade the woman to keep the pups til 8wks

For one thing, three weeks is too young to take it away from it's mom. You need to give it more time with it's mom to avoid behaviour problems later.
