Jon should have marked his ball and will have to take a penalty and replace his ball to the spot where the ball originally lay.

Aflumpire is wrong. If Steve's ball hit Jon's ball, Steve's ball would be played from where it ended up, and Jon's ball would be replaced to its original position.
Sincerus is also wrong. There is no requirement for immediately marking your ball on the green. There is no penalty if another ball hits your ball on the green.
There is a penalty for lifting your ball without marking it, so Jon should have just left his ball and let the other ball strike it rather than picking it up.

Rob is correct.
The penalty for Jon lifting the ball is one stroke. (Rule 18-2a).
In this situation, if Steve's ball had hit Jon's ball there would be no penalty. If both balls were on the green before the shot, Steve would receive a two-stroke penalty. (Rule 19-5a).

The Rules state that Jon (or anyone, for that matter) should have immediately marked his ball once it stopped on the green. If it were to get hit by another ball, it's a 2 stroke penalty on Jon.

The ball being moved is a penalty. IF the ball that had been chipped up had hit the other ball there is no penalty and the ball that was disturbed could have been put back to as close to its original location as possible with no penalty to either golfer.
If a ball that was on the putting surface is hit into another ball the player whose ball struck the still ball would be penalized and the ball that was struck would be returned to its original location or as close as possible. But both balls have to be on the putting surface, the fringe does not count.

If you don't mark the ball before lifting it, it is a penalty. 2 strokes for Jon. It's changing the outcome of a shot.

I think the ball has to stay on the ground and where ever Jons ball went, that where he would make his next shot from no matter what type of rebound it made
