Let's combine two of your questions:
"Can u have birthday parties on Carnival Cruises??"
ANSWER = YES

"What cruise can u have your birthday party on?? but u dont want the cruise to go anywhere just like around?"

This is an entirely different question. Carnival and all other cruiselines go 'somewhere'. If you're looking for a birthday party for an evening, depending on where you live check out local cruises.

For example, I live in Chicago. There are evening cruises on Lake Michigan.

19 people will be very close as to if it receives a group discount or not. If so a group discount is only about 10-15%. Also Carnival cruise ship prices can range anywhere from $350-2000, depending on where the ship leaves from. Mediterranean cruises are a lot more expensive. Same with Hawaii. They also tend to be 10-14 nights. Now a 7 day cruise is less that ranges about $500-1000, depending on ports and popularity. A 3-4 night cruise is the cheapest. Often advertised starting at $299--so realistically $400-600. It usually goes to the Bahamas or is a cruise to nowhere.

Also which room you pick. The interior rooms are the cheapest, then ocean view, then balcony. Some ships have suites. They are the most expensive b/c its the biggest.

Hope that helps you out with how much it's going to cost. That includes all the nights and all the food. But you can't rent a Carnival ship just for the evening b/c they have a very short window of time to get everyone on board and depart for their next cruise.

Because Carnival is so affordable, it does tend to draw families however I don't think you have to worry about it at that time of year with school starting up and all. It is a little more casual than the other cruise lines (with the exception of Disney) but a party ship with constantly drunk people?? I have never experienced that! No matter what cruise line you go with, now is the best time to book for the best rates. Just make sure you get travel insurance and don't get it thru the cruise line. You never know what can happen between now and then....
