I think it is because they have a private network, and only those on their contacts list can answer it. But if you access it from the religion and spirituality section (not going through the starred link), it may work. I'm going to find out more about that one, because the same has happened to me for another question.

I guess it could also be from being blocked. I'll look into it, because I have the same exact message "you cannot view this question at this time"

I tried it- it didn't work, which can only mean I have been blocked by that person. When a person blocks, the person they blocked can never answer that persons questions unless they are unblocked. If it bothers you, why don't you write the blocker? (if the have emailing option)
