In the course of a traffic accident, investigator replaces a bulb from his client’s vehicle - What violation has he committed?

If the bulb had a direct relationship, and possible cause of the accident, then the violation would be tampering with evidence. Unfortunately your question is too vague, and I am trying to answer you logically with what you have presented.

As long as no one claims the bulb was not broken to begin with, replacing the bulb is NOT a violation. If charges are filed, 'tampering with evidence' or fraud are most likely.

I'm not sure I understand your question Al. Are you talking about the traffic accident investigator? If so, they don't have clients.
