Windows 2000 by a long shot. It is a lot more stable than Windows 98 (it almost never gets blue screens) and is compatible with far more programs. It is very similar to Windows XP, but without the stupid Luna interface or a built-in firewall (you can still get one for it, though).

There is a slight increase in hardware demands, but you will probably not even notice it (and if you do, just turn off some unneeded networking components).

Oh, and it will be supported, as far as security updates go, until at least 2010.

Depends on your use. If it is just email and games stay with 98. If you have more office type work go with 2000.
Both are out of date and updates and patches will no longer be available.

win 98 se ...dont do 2000 or ME please save the trouble and get 98se
