OK, let someone who's Jewish answer this:

1. If he converts, even if he's circumcised already he'll have to have a ceremony in which a drop of blood is ceremonially drawn. It's not painful, as I understand it. If he's not circumcised he will need to be and this will require an operation--it's not like it is for babies.

2. Yes, absolutely he can have a Bar Mitzvah. I have attended many adult Bar/Bat Mitzvahs and they're always very special, very beautiful.

From the Orthodox POV:

A bar mitzvah is merely the age at which someone becomes required to observe the mitzvos (positive and negative commandments) in the Torah upon reaching the age of majority (13 years old). there is no requirement for a ceremony or celebration of any kind, though it has become the custom in the modern era. As recently as 100 years ago, a Bar mitzvah celebration was non-existent, the grandfather of the current Lubavitche Rebbe (leader of the Chabad Lubavitch sect) writes how just before his bar itzvah he received a package form his father (he was away from hiome studying in Yeshivah) containing a tallis (prayer shawl), tefillin (phylacteries) and a note: Wear these from now as you will soon be bar mitzvah- make sure you get an aliyah on your bar mitzvah. And that was it- the bar mitzvah boy had an aliyah (getting called to the Torah) on his bar mitzvah to basically let the community know he was now bar mitzvah (you cannot be called for an aliyah before you are bar mitzvah).

SO does an older convert have a bar mitzvah? It is not required- nor is it common in the Orthodox community. There is no law against it- after all, there is no law for it- but it is not the custom in Orthodox communities. If he wants to- his bet bet would be to discuss it with his Rabbi.

Note: In Conservative and Reform the custom varies. As Mark S wrote- in Conservative adult bar mitzvahs are not uncommon.

He wouldn't need one; the conversion process makes him a fully fledged Jew with all the responsibilities that come with it. A Bar Mitzvah is when a youth becomes a 'full' Jew with all that comes with it. In essence the conversion process replaces a Bar Mitzvah for a man over 13.

It would only be appropriate to give the dog a Bar Mitzvah - I think there is a Bar-Mitzvah for Dummies book too...and I would invite the uncle...maybe hook him up with my born again mother in law!

no, Bar Mitzvah is for pubescent boys, it is a rite of passage that your brother passed long ago.
