I used to have the same machine, it indeed does suck but it probably is not at fault for slow online speeds. You could check your internet speed http://www.speedtest.net/ if it is slow depending on your connection.
My best guess is you may have an infected machine go to http://forum.malwareremoval.com/ and follow their instructions, if something is causing your slow speeds they will find out.

Dell pre-loads a ton of programs and random things you don't need on their computers. Go into Add/Remove programs and remove all the internet offers and such.
Then go to "Run" and type in "msconfig" which will bring up a selection of programs that run in the background. There are plenty to de-select from the list which will help make the computer run smoother.
Do Control + Alt + Delete, click the Processes tab and see how many processes are running, on a new comp, you're probably around 50-60. Bring it down to around 30.
Another thing that can bog down your internet is virus and firewall software, so you might want to check out the settings for those as well.
Of course I'm assuming you have DSL or Cable internet, which, if you don't, could be a reason why your internet is slow.

If you have a Dimension 2400, it's a pretty old system. Here's some tips on speeding things up (I used to have a Dimension 4000 at work until I begged and pleaded for something better):
-Look into upgrading your system's memory. Visit Dell's website and search for your computer's make and model. Dell lists documentation and upgrades.
-Run disk defragmenter about once a month. This will help with hard drive access times.
-Make sure your page file is a decent size. For more information on page files, visit http://www.theeldergeek.com/paging_file.htm (a page file is a temporary storage area on your hard drive for Windows to put things in from memory until they're needed again)

Then acquire tuneup utilites 2007 the trial version and do the freshen up and the registry test. If that each and every physique doesnt artwork my suggestion may be to reformat or purchase a clean workstation as yours is approximately 5 years previous. =. try doing a secret agent ware test and virus test.

you could try defragmenting your hard drive (in performance and maintennance in the control panel), doing a virus scan, or deleting temporary internet files (in internet explorer, its under the General tab in internet options (in tools) labeled "delete files", and in firefox, its under tools, private data, then hit clear)
