I wouldnt go to that tattoo artist, the lines are uneven, the wide lines at the bottom where the feathers are happen to be squared where as the rest of the lines are soft and round. Also the base feathers on the wing should be flowing like the ones at the top are, instead it looks as if the bird just opened its wings and stood still. Other than that, the curvature of the tattoo is well done, obviously a steady hand. But the tattoo itself doesnt really make any sense at all, it should be filled in with something, it really looks like the shadow outline of a bird with a flower in its beak.
I would say the quality of the tattoo, 4. The tattoo idea itself, 2.

I think it really depends on your taste and what the tattoo means to you. I personally believe that a tattoo should be personal. If you are religious and don't mind that other people have the same tattoo, then go for it. Just make sure you're not going to regret it and you are not doing it just because it's "cute." Despite what other people are saying, a tattoo doesn't need to be "big and bold" to work. I have a small, simple tattoo on my hip that's really personal and means a lot to me. Just make sure it's something you'll love forever. Afterall, it is permanent.
