Yes, you should report them, as long as you are sure that is the case.

Unless they have committed a crime, ICE isn't going to do anything about it. It isn't illegal to overstay a visa, it's just a civil offense. Stop wasting people's time.

They should only be reported if you also take down the license plate numbers of people speeding on the highway and report them, too.

Sure! They are breaking the law. That's a big part of this problem with the illegals. Our "brilliant" (cough, cough) government doesn't know where the people are that have overstayed their Visas. We are helping them out.
EDIT: Fuzzykitty, this has nothing to do with compassion. It's about obeying the law! Do they have compassion on the US taxpayers? I don't think so.
