I know Michigan doesn't but what about other states?

License plates are acquired at the Department of Motor Vehicles. Carriages are not motorized. If they were a commercial vehicle (offering rides for pay) they may need a vendors license. They are, however, required to go by the same laws as far as lighting on them if driven at night. Same as a bicycle.

I don't think any state requires license plates for carriages for anyone, Amish or not.
