This is actually something that your boss needs to take care of. You do not have to work under those conditions.
Usually humans are bitten by fleas but not infested with them. I am wondering if perhaps your co-worker has body or hair lice. Lice is highly contagious. Your employer could get in a lot of trouble with the labor laws for letting her work with either fleas or lice.

Buy a flea collar and keep it near you. Hopefully she will get the message. If asked, tell her you have to take it home =).
It may keep you protected, and may be she may be protected as well? If she does not get the hint, tell her you have noticed fleas in the office and to be careful as they can cause an infestation... perhaps?

Fleas don't live on people. They bite and leave. Did you see head lice? If so she would have to be infested for you to see them. Body lice? Or did you just see a flea on her that might have jumped on her from home.

Humans cannot get fleas. They can be bitten by them, but fleas cannot live on the human body. Perhaps it is head lice - they love a human head.

Buy her a can of flea repellent. Wrap it as a gift. Put a small note with it saying. Just a small token of my appreciation working with you.

If your coworker has bugs of any kind it's a health hazard. Tell your boss and let him/her deal with it. In the meantime keep your distance. If your boss won't do anything about it, call the public health clinic (it's in your phone book) and tell them. They can give you advice and I'm pretty sure they have to do something about it......

Go to a pet shop and get a pamphlet on fleas and ticks on dogs and cats and leave it on her table.

Tell her manager/supervisor. If that doesn't work, then contact your Human Resources department or representative (anonymously) and tell them. You should not have to tell a co-worker to clean herself.
