You might be refering to the "As seen on TV" infomercial hype the sellers use to try to convince you that their new product is so effective that it was 'almost' banned from competitive fishing tournaments.
I have yet to see any of those products outperform baits made by reputable companies that are involved in the fishing industry.

Here is a related article on Tv Hype and fishing tackle:

Edit:
The lure I believe you are talking about is the KICKTAIL™® XL-5 LURE available here:

and/or True Motion Lures:

In the good old days, some used dynamite to fish. One was to kill every fish on the bottom then pick up the floating fish. The other was used for shark fishing. Sharks are curious when they hear loud noises and swim over to investigate. Dynamite is now outlawed. As far as lures, the market rules what sells and doesn't sell. Only the government could outlaw anything in regard to fishing, so I haven't heard of it.

The only baits that I know of that were banned from bass tournaments recently were "organic" plastics other than the ones made by Berkley. I personally think that Berkley got a free pass on Gulp and Powerbait lines because they are big enough, and have enough sponsorship leverage to be overlooked. Other than that I don't know of any artificial baits that have ever been outlawed, not in competitive bass fishing anyway.

The only type of "bait" that I know has been outlawed is dynamite...in tournament bass fishing you can not used live bait, but I have never heard of any artificial being outlawed...I agree with the poster above me, I think you saw an infomercial...I bought the "Walking Worm" once and the fish ran from it...lol
