by the way, adobe.com doesn't work... & on download.com, the photoshops don't work for vista

According to this site, yes you can and the only problem with it and Vista is issues with getting updates. It is down towards the bottom of the page.

Adobe Photoshop CS3 or update ur current element 3.0 to get compatible update to run with vista. You can run update within program from help menu, else search vista update in adobe website.

You can download it free from a bitttorrent site.
You will need a bitttorrent client to download though.
Azureus is a good client. Do a google search for it.
