so what can i say to her i like her and she is very pretty and i would love to get to know her what should i say that could help me get to her so i could start a conversation to get to know her when i see her comeing home??

I think you should forget about having sex with her, at least until you figure out how to start a conversation! Depends a lot on whether you live right next door or not, and if you're in the same age group.
If you see her bringing home a lot of groceries or a heavy package, ask her if you can help her carry it in.
If she spends a lot of time gardening, compliment her on her beautiful yard, and have a mental list of intelligent sounding questions about her plants, etc. to keep the conversation going.
Ditto if she has a pet, especially an unusual breed or exotic pet.
If she seems to have a talent you lack, such as a green thumb while your houseplants are half-dead, ask her for advice, then be sure to take it.
If you see her out there trying to dig a big hole for a bush or tree, especially on a really hot day, take her out an ice-cold bottle of water, and offer to take over while she takes a break! She'll love you for this!
If she's painting her house trim or fence, or washing her windows, offer to help.
Find, or create, a common interest. If she goes for a run every morning, start running. If she plays tennis, brush up on your game. If you see her sitting on the porch reading, ask her about her favorite authors, then start reading them yourself. If you have a pool or hot tub and she doesn't, offer to let her use yours.
If she keeps turning you down, don't persist. It means she's not interested, and you could seem like a stalker if you're too pushy. Forget about the sex angle and just take some time to get to know her. If all you wnat is sex, that's mean and thoughtless. This is your neighbor, don't hurt her feelings. Take a lesson from the animal kingdom. They don't crap where they sleep. Get the point?
After you get to know her, you may discover you don't really want to have sex with her after all. She might have bad breath, or offensive B.O. or something!
Just try to make friends. If all goes well, and she seems into you, then you can ask her out on a date, and so on. Take your time, good things come to those who wait! If she's not into you, remain friendly and polite, but forget about it and move on. Good luck!

Try this one - "how was your day?" Then take the conversation from there. If she just says OK or "fine" then tell her what a great day you had, but not at length. Then use this brief conversation as a basis to speak with her more often. Then ask her on a date. If she agrees and you date for a while then sex may follow.
But, enter into this with a commitment to get to know her, not to screw her.

Suggest that she come to a cookout if you are having one at your house, or if you have some cool neighbors, you could put together a block party and try to get to know her then.

Maybe stop thinking about sex and start thinking about her.
If all you want is to get some, then you aren't going to get anything.

if you dont know her you need to get to know her and DONT try to get oin her pants because you may scare her. maybe shes one of the few girls left in the world taht want to wait till she is married. just becareful with how you word what you say to her.
