make sure the wheel is properly fitted to the size of your hamster. If he has to squeeze himself into it, it may inhibit his usage of it. Also, hamsters are primarily nocturnal, meaning the majority of their activity is at night. It is quite possible that Chip is very active - while you are in the bed.

Awww. Chip is probably scared to go on his wheel when you are watching. Put a bell on one corner of the wheel and you will hear when he goes on it.
Make sure the wheel can run without impediments. Putting the wheel on a flat surface in a corner of his cage will work best. Do not put it on straw, strips of newspaper etc.
If you put too many toys inside his cage such as tunnels, , he might prefer those over the wheel. Buy him a ball and see if he likes that better.
Ok, the first thing you do is give that wheel a quick test by flicking it with yourfingers to see if it will rotate freely. It wont? Remove everything under it except the flattened newspaper lining. Still wont? Get a new one that will.

it could be
1. Your hamster wheel is too small therefulit hurts your hamsters spine.
2. Hamsters are nocturnal so you might not be a wake when he is running on his wheel.
3. If your hamster wheel has metal bars it might be hurting your hamsters feet.
I would replace his wheel and if that doesn't work get one of those plastic run around balls and have him run in it, for 30-45 min a day, then maybe Chip can win at the petco derby race! www.petco.com

How big is the wheel? Wheels for Syrian hamsters (black bear hamster is just a black syrian) should have at least 8" in diameter.

just give it time...
your hamster is just lazy. or doesn't quite know how to use it...
my hamster, never would run in her wheel either,
so I took it right out of the cage.
Instead I got a ball that she can roll around on the floor..
And she knows how to use that..
