For sure ... if the father is dead the son has all the right to inherit from his grandfather with one restriction if that grandfather has other sons only then grandsons cannot inherit ... and if that grandfather refuses it's just the same as a father refusing to give his own son inheritance ... in Islam there is something called A'sab which means the bond between relatives is considered as a chain if a a middle ring is missing (the father) and there are no other rings in the same level ( father's brothers) then the before and after rings (grandfather and grandson) are linked together .... I searched many Arabic fatwas and they all agree on that with difference of the state of grandmother which is a longer issue to be discussed here ...
