Your question is not written clearly but here goes my 2 cents.
If you want to print a publication and distribute it yourself free, there is NO sales tax you have to collect. You didn't sell anything you just gave it away. Just like if it was a flyer. The only sales tax you would have to pay is on the printing(labor) and the paper. There is no way around that unless you printed it yourself using your own equipment.
Remember, you only pay taxes on something that is sold....SOLD at a price!!!! If you get it free or you give it free then no txes are due. It ia based on value...no value...no taxes!!!
Good luck,

Because you are giving away they publication. You are considered the end user. You must pay all the taxes on printing, paper, etc.

If you were selling the publication, you could avoid paying the tax and collecting it from those you sell it to. You have to make sure to sign up with your state for a sellers permit.

Unless you are a tax-exempt organization like a library, you'd have to pay sales tax on printing if your state requires it. The fact that you are giving away the item you are having printed doesn't change that.
