I would recommend visiting http://www.speedguide.net and running their free TCP/IP Optimizer under the Broadband section. It won't lessen the bandwidth, but speed up the communication speed. To lessen the bandwidth, go to your torrent program and set the upload filter to less people connecting at the same time.

Use uTorrent as your torrent client. When minimized to the taskbar, you can right click the icon and select download limit, this will limit the amount of bandwidth that can be used. This is definately the best option because it is integrated right into your torrent client, and uTorrent just happens to be one of the best torrent clients out there.
