Complicated question which means its a complicated answer
The soul is timeless but yes it can and does move on to its place with the Gods. New souls ARE born, not JUST reborn. This of course all varies with your tradition and what you believe.

Sorry I do not follow your logic. The creation of new souls to assist with the population boom does not exclude the idea that there is reincarnation. Both reincarnation of souls for further soul growth and the creation of new souls for the first time can exist at the same time.

In the bible we are told that man is to die once and after that the judgement .This means that God is the Death of all Deaths and that when He comes He takes everybody with Him. It does not mean that one only has to die once and wait till the judgement day for God to come to judge the world. But if that were the case then the world's population would have decreased ten fold if not more considering the natural calamities, armed robberies, terrorists acts, wars, conflicts, carnage on our roads, HIV/Aids, diseases and all. Infact, one could easily count the world's population at one's finger tips.
Ironically, despite the quantum of deaths registered daily globally, the population continues to grow by leaps and bounds and it is a wonder that population control methods are not working. It is said that water will always find its level so is population. People will continue to make babies and have unprotected sex Aids or no Aids.
This to me not only proves the theory of reincarnation but supports the pastoral comedy of William Shakespeare "As You Like It" when he notes:"All the world's a stage, all the men and women merely players. They have their exits and entrances and one man in his time plays many parts."
The theory of reincarnation is simply that there is no death and that the soul simply sheds off its skin(body) just like the snakes do and takes on a new garment to play another role in the world drama cycle which repeats itsself every 5000 years.
Not only that but with every shedding of the garment by the soul ( a process we call death) one takes birth at the place where the intellect was lingering at the time of death in another (body male or female), therefore another religion, family, profession et al
If there were no reincarnation many people would have accused God of being unfair to them in the allocation of wealth et al. There are people who have virtually everything they need in this world and others no where to lay their heads. Now if we are to die once after which the judgement then it behoves on God to ensure that we all have everything equally. But since this is not the case, it goes to prove the theory of reincarnation that life does not end with death.
So whilst God incarnates into an old, dirty and impure body in the impure world just for Him to have a mouth to enable Him to speak the Gita, after which He goes back to His sweet home in the soul world, human beings reincarnate but the number differs from one soul to the other.
Krishna was the one and only deity soul who took 84 births in 5000 years so it was his body God incarnated into to speak the Gita.

Interesting question considering that for the first time in history the present population is equal to all that have gone before. 6 Bil and 6 Bil.
God Bless!

I believe in reincarnation, and I think that all the new souls being born now are the arrogant and bad people we have in this world they have not lived before to learn their lessons and to live with the gods.

a person's soul is not a recyclable creation. it is an individual creation that god made and you will be you and only you forever. when you die you go to heaven or hell, the end. god creats us, who we are, he doesn't change our identities, to give us life after life after life to try and get it right...you have this one life, so don't screw it up. if reincarnation existed then the bible would be different and it would explain this. the more population means that god has just created new souls, not reusing the old ones.

All animals have souls. If you did bad things in your previous life, you may not reborn back to a human. You may be reborn to be a horse, dog, snake or even an ant. Likewise, animals also have a chance to become humans. Even an amoeba can move up. It does not contradict with evolution.

There are a lot of ways to skin a cat.
The limits to your comprehension about what's possible don't define what's actually possible.
How that might be so involves your own limitations. Not those of what's possible.

From a Buddhist perspective, taking rebirth isn't limited to the finite set of concepts you're most familiar with.
