I know a guy who just got a job cooking for a fast food restaurant and he has Hep C. Is there a law that says he has to report this to his employer? Not sure if it could be a state law, but if so he lives in KY.

Hep C is not contagious by preparing food. You're thinking about hepatitis A, which is a different disease/virus. They are both called hepatitis because they both cause liver inflammation. Hep A is transmitted through fecal/oral route; in other words if someone does not wash their hands, then prepare food, they can spread it to whomever eats the food. That is what you see when there are Hep A (HAV) outbreaks.
With hepatitis C (HCV), it is transmitted by blood to blood contact. The transmission risk factors are : blood transfusions before 1992 (when they developed a test for it), IV drug use even if only one time back in the 70's (or whenever!), tattoos, piercings, pnuematic vaccinations given by the military, exposure to blood through your job (nurses, docs, paramedics, phlebotomists, etc), kidney dialysis, and risky sexual practices where blood is exchanged (piercing, sticking pins in, rough sex, anal sex, MSM).
People with hep c are not precluded from any job, including food prep, being a doctor, or anything else. Universal precautions should always be practiced because you never know who has what disease (they may not even know it yet!) or they may have a disease that is not identified yet. Hep C was only discovered in 1989. Before then people were told they had non A, non B hepatitis and it wasn't dangerous.
