like any other tsunami, it hits shore cause destruction and returns out to sea. The smart, that see the tidal wave coming run for high ground, wait for the water to subside and come back to start where they left off.
Notice how the surge only succeeds where the surge is, and how the violence increases where the surge isn't"t. This is the nature of guerrilla ware fare or Vietnam 101.

The surge is working?

"Rising to the humanitarian challenge in Iraq

Armed violence is the greatest threat facing Iraqis, but the population is also experiencing another kind of crisis of an alarming scale and severity. Eight million people are in urgent need of emergency aid; that figure includes over two million who are displaced within the country, and more than two million refugees. Many more are living in poverty, without basic services, and increasingly threatened by disease and malnutrition. Despite the constraints imposed by violence, the government of Iraq, the United Nations, and international donors can do more to deliver humanitarian assistance to reduce unnecessary suffering. If people’s basic needs are left unattended, this will only serve to further destabilise the country." - Oxfam Briefing Paper # 105

Depends on what happens when its over. I fail to see how a surge can accomplish anything unless it is permanent. When we pull the troops out, will they just start fighting again?

All they have to do is turn on the news, see an explosion (regardless of when it was filmed and where), and they'll scream that it isn't doing anything. Ahhhhhhh, the power of the press.
