For $400 you will not live in Manhattan and if you don't want to live in the projects with a capital P, you will have to get a roommate. Go to Craig's List New York and look for roommates.
Cheap places to live will not be on any of the coasts. Check in the South or Mid West.
By the way, New York may not for everyone (Atlantagal) but if you like you, you'll LOVE it. It's not expensive because noone wants to live here.
I couldn't stand living anywhere else now. In my opinion it's worth every dime.

You be lucky to even find a room for $400 dollars in this city....let alone an Apartment.
Real Estate here is very expensive....
You can't pick and choose to live in the Housing Project.....there is a process and you would need to qualify for it...
Cost of living here is high......and you are barely compensated to make ends meet.....City is a makem or breakem type town.
Hence why we New Yorkers are under a lot of stress....
They are planning to raise the Transportation Fares again =(

The closest $400 month apartment to NYC I guess would be in Harrisburg, Pa. It's about a 3 hour drive to NYC.

Yes to Al, even if you are sharing a tiny apartment with many roommates in a decent area somewhat near public transportation, $400/month is not going to cut it. Avg rents in NYC for a studio (meaning no bedrooms) are around $1000/month.

you can get that price outside of New York city. Upstate NY, places like Albany, Binghamton, Buffalo, maybe NJ (across the river).
Not sure which city is the cheapest, I guess anywhere that the cost of living is low. Maybe PA, Virginia, the south. you'll have to do your own research.

$400? Good luck. Everything there is super expensive. Might have better luck in NJ which isn't far from NYC. My sister lived in NYC for one summer while she interned there and hated it. People there were rude, everything was jam packed, everything was super expensive. She now lives in Denver and LOVES it there. Just a word of advice. Good luck though if you decide to go through with it!
Sorry to be blunt guys, but even for my vacation there in April, thought the people there to be busy, and rude. I wouldn't want to live there myself, and i'm glad I don't.
